Emma is eventually revealed to be a terrorist. Emma approaches Monarch from a Monarch bunker in Boston, arguing that the Titans must be woken to restore the Earth from human devastation.
Monarch and the rest of the squad lure Rodan to Monster Zero in Mexico by waking him up in the jungle. Following the destruction of Rodan, Godzilla ambushes Monster Zero and severs his left hemisphere. It seems that the "Oxygen Destroyer," a prototype weapon developed by the US Navy, killed Godzilla during the battle. Regrowing his head and waking up the rest of the Titans, Monster Zero is unfazed by the loss of his own. This causes Madison to break up with Emma.
Gareth Edwards, the director of Godzilla (2014), said that he wanted Godzilla to be a stand-alone movie with a clear ending, and he didn't like the idea of leaving the movie open for a sequel. Screenwriters Michael Dougherty and Zach Shields (both of whom worked on Krampus) were confirmed for Godzilla 2 in October of last year. To avoid the monsters, Dougherty and Shields created a human narrative line with science fiction components that might be substituted by climate change or eco-terrorism. Jonah takes Emma and Madison to see “Monster Zero” — King Ghidorah – trapped in ice. When Monarch and Jonah's teams fight, they set up the Orca to speak with him. To liberate Ghidorah, Emma grabs a detonator as Madison approaches. She does, and everyone flees. The three-headed monster is freed and rises.
Godzilla comes in to fight not long after that, and fight he does. Monsters Godzilla and Ghidorah fight. Godzilla tries to fire his atomic breath at Ghidorah, but he dodges and fires lightning from all three heads, sending Godzilla back into the ice. Ghidorah then goes on a killing spree, killing a lot of people, including Graham.
In the aftermath, Monarch gets in touch with Emma, who is willing to help Jonah and the Titans get free. When they think about it, the Titans are the planet's rightful rulers, and they might be able to bring balance back to the world that man has messed up. The way Mark sees it, she did this in retaliation for Andrew's death.
A little while later, Ghidorah arrives and engages Rodan in combat. Using his many heads, Ghidorah is able to knock down Rodan. For the second time, Godzilla interrupts the fight. This time around, Rodan's left head is torn off by Godzilla, who continues to fight. Ghidorah takes off and flies to the top of the volcano, where he grows a new head from his own body parts. He sends out his call, which wakes up the other Titans. Monarch says that Ghidorah has become the Titans' leader, and now all the Titans follow him.
Mothra emerges from her cocoon beneath a waterfall, flying for Godzilla, who is still alive but weakened and healing underwater. Monarch finds them as Mothra talks to Godzilla. The crew concludes Mothra is the monster queen, thus she and Godzilla “have a thing”. Ilene also points out that Ghidorah was a feared Titan who would challenge Godzilla for supremacy.
Soon, the other Titans arrive in what remains of Boston. Even Rodan bows before Godzilla. Mark, Madison, and the rest of Monarch watch in disbelief. Godzilla then lets out a victorious roar.
During the credits, we see newspaper articles reporting the discovery of a Mothra egg (meaning she can return). We see other cave paintings, including one in which Godzilla confronts the world’s second most well-known Titan…KONG.
